Space aliens and the Hong Kong Immigration Department

As part of my visa extension letter.  I included the following submission when they asked me about my plans.  Enjoy…..

 

Bitquant Research Laboratories (Asia) Limited is a research and development company, which was founded by Dr. Joseph Chen-Yu Wang, who has a Ph.D. in Computational Astrophysics from the University of Texas at Austin and a degree from the Massachusetts Institute of Technology as well as decades of work experience in software development and extensive experience in banking as a result of his work at the JPMorgan investment bank.

China is unique in the world of having a civilization that has existed for over five thousand years. This creates a unique historical viewpoint in that Chinese civilization can not only look back five thousand years but forward five thousand years and to imagine the universe as it exists five thousand years from now. Humanity is currently in a critical stage in which there is a race between environmental damage and resource depletion to see whether or not humanity remains trapped on a stagnant and dying planet or is able to spread throughout the galaxy.

The possibility that humanity may not succeed is illustrated by the Fermi paradox. We see no signs of extraterrestrial civilizations, and there remains the disturbing possibility that all civilizations may destroy themselves or stagnant before reaching interstellar space travel. Alternatively, the universe is young enough so that the possibility exists that humanity is the first and only civilization to reach the edges of space travel.

It is a historical fact that China has withstood the century of humiliation and finds itself a great and rising power at the time humanity finds itself at its critical junction. It is the therefore the sacred duty and responsibility of China to cooperate with the other great powers and all of the nations of the world in exercising a leadership role with the United Nations to direct humanity toward the path of interstellar expansion and away from planetary stagnation and destruction.

Interstellar colonization requires a prosperous and vibrant economy and a stable natural and economic environment. As an international financial center, Hong Kong plays a vital role in provide humanity with the financial and economic infrastructure to engage in interstellar exploration and colonization.

The role of Hong Kong and the Pearl River Delta as the center of trade and finance is one that this area has engaged in for hundreds of years. It was here that the Portuguese first set foot in Asia, and established trading and economic networks that have survived until this day. Because Hong Kong is close to the equator and is close to the manufacturing center in Shenzhen and the Wenchang Spacecraft Launch Site in Hainan, and because Hong Kong lies at the edge of the logistics networks of the Eurasian supercontinent and the center of global maritime networks, it is destined to be at the center of humanity’s efforts to colonize the solar system and the Milky Way galaxy should humanity not move down the path of economic stagnation.

The very geographical factors that insured that the Pearl River Delta played in central role in humanities first great age of global expansion and exploration insures that this region will play a central role in humanities second great age of interplanetary expansion and exploration.

Dr. WANG has seen what the future can be. Hong Kong is the place where the great historical events of the last five hundred years have occurred and it will be the place where the great historical events of the next five hundred years will occur. This is why he has chosen to take Hong Kong as the location of his permanent domicile, and this is where he has chosen to start his business.

The near term business strategy of BRLAL is unusual but it is based on his experience both as a physicist and working in investment banking. BRLAL will be kept at a minimum staff consisting of Dr. Wang himself and perhaps two or three interns, but BRLAL will be focused on providing funding and technology for companies, both large and small, to generate indirect employment through the research activities of his company.

Over the next three years BRLAL intends to develop the following activities

  • advisory on blockchain and cryptocurrency BRLAL currently has a contract with Fund3, a crypto-currency hedge fund, for system architecture work. BRLAL is currently in the process of negotiating a contract with IBM to provide blockchain consultancy services.
  • small business funding activities BRLAL has funded and will continue to find small businesses in Hong Kong. BRLAL is a licensed money lender with the Hong Kong Police, and has issued convertible bonds to Kuaiwear.
  • One Belt/One road BRLAL is using blockchain and bitcoin to establish trade between Hong Kong and Mainland China on one side and East Africa on the other. We are creating supply chains for coffee and tea.
  • teaching and research activities BRLAL has been involved in teaching and research activities at Hong Kong University of Science and Technology.
  • big science projects to Hong Kong We are also establishing networks with researches in Mainland China to allow for join cooperation on big science projects.

Our projected turnover after three years is HKD 1,000,000 per year with HKD 300,000 in expenses with a net revenue of HKD 700,000. We tended to have one employee with one or two interns. However, it is our intention to connect local students with the companies that we are working with, and so we expect to generate several thousand high quality local jobs involving blockchain and startups as a result of our business activities.

Scientific research and running a high technology small company can be an enormously frustrating enterprise with many setbacks and frustrations great and small. Dr. WANG’s efforts at receiving a permanent resident identity card has resulted in enormous administrative difficulties, because he chose to attend a one week conference and summer school on neutrino physics and the neutrino oscillation experiments at the Daya Nuclear Power Plant in Shenzhen, which occurred at the time his visa expired and he thus reentered Hong Kong on a visitor’s visa. The extra delays and paperwork required to deal with this administrative issue have been extremely frustrating and ironic considering that Dr. WANG has in Shenzhen to promote Hong Kong as a center for science and technology.

To avoid being overwhelmed by frustration and despair, it is necessary for Dr. WANG to constantly be aware of exactly why he is doing what he is doing.

To quote the words of President John F. Kennedy:

We choose to go to the Moon! … We choose to go to the Moon in this decade and do the other things, not because they are easy, but because they are hard; because that goal will serve to organize and measure the best of our energies and skills, because that challenge is one that we are willing to accept, one we are unwilling to postpone, and one we intend to win ..

Although there are many difficulties, we would ask that the Extension Section of the Immigration Department make our efforts no more difficult than absolutely necessary. We hope that our filings have illustrated to the Immigration Department that granting a visa extension on the basis of business investment will substantially contribute to the economy of Hong Kong or that alternatively a visa should be granted on the basis of Dr. WANG’s dependent status to his wife Su-Chen LIAO who has already received a permanent residency card.

Dr. WANG firmly believes that as a permanent resident of the Hong Kong Special Administrative Region of the People’s Republic of China, he will do great and historically significant things here. He has chosen to state his vision of the future of Hong Kong not only to deal with the frustrations of filing day to day paperwork and of the absurd and surreal situations he has encountered, but also as a historical record so that when humanity spreads across the stars, that future historians can understand his state of mind and the state of the world at the current period of history. We wish to point out that future historians will also use this documents to understand the processes of the Hong Kong Immigration Department and its staff.

Dr. WANG is proud of the rule-based system that underlines Hong Kong and its civil service, even as he is sometimes frustrated by how these systems can result in absurd and darkly comedic outcomes when applied to unexpected situations.

He hopes that despite all of the extra administrative issues that have been imposed on Dr. WANG because of his visit of the neutrino oscillation experiments in Shenzhen, that in the end, future historians will see that Extension Section of the Immigration Department located in a small office behind counter 39 of the 5th floor of the Immigration Tower acted in a fair and efficient manner and that its actions in processing Dr. WANG’s application for permanent residency that its actions were important to the survival of the human species in this critical period of history and the subsequent colonization of the Milky Way galaxy and the creation of the first Kardashev Type III civilization in the known universe.
